You can make the hat shape first and smaller children can just decorate. Use for a drama/story project or for making teams

Simple

Measure and cut a piece of A3 paper or card as shown

Add features to the hat by drawing on it or sticking on pieces with glue and a stapler

Bring the straps of the hat together and staple as shown
