Use smaller bottles for the pawns. You could make different animals e.g. cats against dogs etc

Take a piece of newspaper and roll it into a ball. Take another piece and make it into a cone. Tape the cone to the ball. This will be the head. Tape the head to the top of a bottle |

Cover the bottle with papier mache |

Paint 16 penguins to be the ‘white’ pieces and 16 to be the ‘black’ pieces. Glue on crowns, hats, swords etc to tell the different pieces apart |
