Make the cones as big and tall as you want. Give the cones different numbers to score points

Inexpensive

Make a cone from newspaper and tape. Roll up a newspaper into a tube and join the ends together to make the ring

Papier-mache both the cone and the ring. Cover with at least 4 layers of newspaper to make them strong. Just before covering up the base of the cone put in something to weigh it down e.g. sand

Decorate. When dry varnish with PVA
